A towel that pushes water around instead of soaking it up has not worn out. Something has coated the fibres, and in almost every case it is one of two things.
Fabric Softener Is the Main Culprit
Softener works by depositing a thin waxy coating on fibres, which makes them feel smooth. That coating is hydrophobic: it repels water.
On a shirt this is harmless. On a towel it destroys the only function the towel has. The effect accumulates over washes, which is why towels get gradually worse rather than failing suddenly.

Detergent Residue Is the Second
Too much detergent does not rinse out fully, and the residue builds up in the pile with the same coating effect.

How to Strip Them Back
- Wash on hot with a cup of white vinegar and no detergent
- Then a second wash with half a cup of bicarbonate of soda and no detergent
- Do not combine the two in one wash, since they neutralise each other
- Rinse thoroughly and dry fully
- Repeat once if absorbency has not returned
This works on most towels that have gradually stopped absorbing, and the improvement is usually obvious after the first cycle.
Prevention
Half the detergent, no softener, and dryer balls instead of dryer sheets, which deposit the same coating.

New Towels Need Washing First
Towels are finished with substances that improve their appearance on a shelf and reduce absorbency.

Overloading
Towels need room to move so water can flush residue out. A machine packed full does not rinse properly, and detergent stays in the pile.

Drying
Fully, and reasonably promptly. A towel left damp in a machine or a heap develops the musty smell that no amount of detergent removes afterwards.

When It Is Genuinely Worn
A towel that has been stripped and still does not absorb, or whose pile has flattened and thinned visibly, has reached the end.
Old towels make excellent cleaning cloths, and many animal shelters accept them.
